Appeal Specialists ("we", "us", "our") is an independent legal consultancy providing administrative appeals management, document drafting services, and strategic litigation support for parking charges, Penalty Charge Notices (PCNs), and motoring offences.
We are not a regulated law firm. We are not regulated by the Solicitors Regulation Authority (SRA), the Bar Standards Board (BSB), or any other approved legal services regulator. We do not provide "reserved legal activities" as defined by the Legal Services Act 2007. Use of our services does not create a solicitor-client relationship.
Our core services operate on a fixed-fee basis and are strictly limited to the provision of administrative dispute resolution, including:
Appeal Specialists expressly excludes the provision of any "reserved legal activity" under the Legal Services Act 2007. We do not and cannot:
Our administrative services are provided on a fixed-fee basis, payable in advance. This fee covers the full scope of administrative appeal management. It does not cover disbursements or court fees.
Under the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013, you have a statutory right to cancel your contract with us within 14 days without giving any reason, known as the "cooling-off period".
However, because parking appeals are highly time-critical, you may expressly request that we begin providing our services before the end of the 14-day cancellation period. By instructing Appeal Specialists via our submission form, you make an express request for us to commence work immediately.
Acknowledgment of Loss of Cancellation Right: You acknowledge that once we have fully performed the service (e.g., conducted the audit and drafted the representations), you will lose your statutory right to cancel the contract, and the fixed fee will be non-refundable. If you cancel before the service has been fully performed, you will be liable to pay for the work completed up to the point of cancellation.
To exercise your right to cancel (if the service is not yet fully performed), you must inform us of your decision by a clear statement (e.g. an email to legal@appealspecialists.co.uk). You may use the following model cancellation form, although it is not obligatory:
To: Appeal Specialists
I/We [*] hereby give notice that I/We [*] cancel my/our [*] contract for the supply of the following service: [Case Reference / PCN Number],
Ordered on [*],
Name of consumer(s),
Address of consumer(s),

Appeal Specialists makes no representations, warranties, or guarantees regarding the outcome of any appeal, representation, or legal challenge. The resolution of any dispute relies upon the subjective determinations of independent adjudicators, tribunals, and issuing authorities over which we exert no control.
We provide our assessment based on current case law and statutory frameworks; however, this does not constitute a guarantee of success. We reserve the absolute right to decline representation where we assess a case to lack reasonable legal merit.

Nothing in these Terms shall limit or exclude our liability for death or personal injury caused by our negligence, for fraud or fraudulent misrepresentation, or for any other liability that cannot be lawfully limited or excluded under the laws of England and Wales.
The Client agrees to fully indemnify, defend, and hold harmless Appeal Specialists, its officers, directors, employees, and agents from and against any and all claims, liabilities, damages, losses, costs, expenses, or fees (including reasonable legal fees) that arise from or relate to the Client's breach of these Terms, the Client's provision of false or misleading information, or the Client's failure to respond to court or enforcement correspondence.
Appeal Specialists shall not be liable for any failure or delay in performing its obligations under these Terms where such failure or delay results from any cause that is beyond our reasonable control, including but not limited to cyber-attacks, server outages, postal strikes, pandemic restrictions, or acts of God.
If any provision or part-provision of these Terms is or becomes invalid, illegal, or unenforceable, it shall be deemed modified to the minimum extent necessary to make it valid, legal, and enforceable. If such modification is not possible, the relevant provision shall be deemed deleted. Any modification to or deletion of a provision shall not affect the validity and enforceability of the rest of these Terms.
These Terms and Conditions, and any dispute or claim (including non-contractual disputes or claims) arising out of or in connection with them or their subject matter, shall be governed by and construed strictly in accordance with the laws of England and Wales.
Each party irrevocably agrees that the courts of England and Wales shall have exclusive jurisdiction to settle any dispute or claim arising out of or in connection with these Terms or the services provided.
